OxBridge-IT Project Evaluation Approach
As an aid to exercising pragmatism
and evaluautibn of fitness for business purpose OxBridge-IT uses The Project Web.
At the heart of the Project Web is
a Product Breakdown Structure (hence it fits well with PBS based PM methods,
e.g. Prince II), which is included in five ellipses or axis and interconnected
lines in a web like fashion (hence Project Web), the five elipses in short;
E1 : Core (Business Case thru PBS
to Business Benefit)
E2 : Completeness (Consideration of
interconnectivity and the big picture)
E3 : Commerciality (PBS aligned to
cost and constraints)
E4 : Compatability (PBS to Schedule
and s model from McKinsey)
E5 : Criticality (PBS to CSF
considered against Risk (RAID)
The core evaluation ellipse (E1) is
the essential backbone of programme evaluation; if a strong e2e logical linkage
cannot be formed or established then the projects tenability must be
questionable.
The completeness evaluation ellipse
(E2) is a little more than the sum of its parts, but this additional “thing”
is subjective and tends to rely on experience
The commerciality ellipse (E3)
tests functional and monetary constrains against PBS.
The compatibility ellipse (E4)
tests fitness for purpose against three principle evaluation elements; time
(schedule), Stakeholders and Standards (QMS, coding etc)
The criticality evaluation ellipse
(E5) tests the tenability (risk level) of the programme against critical success
factors.
